Permit Requirements

Effective January 1, 2026 the Residential & Commercial Transfer Station fees will be: $200/residential & commercial; $185/seniors

New / Renewal Options for Residential & Commercial Transfer Station/Recycle Permits

Mail In:

Print out and complete the Transfer Station Permit Application & Waiver of Liability (PDF) and submit a copy of registration(s) AND a copy of proof of Victor residency (driver's license, tax bill, utility bill, etc.) Mail the application and waiver with appropriate documentation and check for $200 payable to Town of Victor to: Town of Victor Recycle Department, 60 Rawson Road, Victor NY 14564.

If you qualify for the senior discount (65 and older) please include a copy of your driver's license, along with your vehicle registration(s) and a check for $185 payable to Town of Victor.

A permit(s) will be mailed within 3-5 business days.

In Person:

Permits may also be purchased at the Highway/Transfer Station Office at 60 Rawson Road, Building B, during regular business hours. Monday through Friday, 7 a.m. to 3:30 p.m. You will need to bring a current vehicle registration and proof of residency (driver's license, tax bill, utility bill, etc.) in order to purchase a permit.

Commercial Permits

Commercial permits will be issued to town and village business owners at $200 per year and will be valid for recyclable materials ONLY (paper, plastic, cardboard, glass, and metal).

Changes to Vehicles & Replacement Permits

If a resident changes vehicles or loses a permit, replacements can be issued at the Highway Office with a copy of the vehicle registration.

PERMIT INFORMATION

Permit Facts

  • Must be a Town/Village Resident
  • Cost is $200 or $185 for residents 65 or older (proof required)
  • Permits are for household waste and recyclables, metal, tree and brush debris, four tires, organics recycling (orange toters), access to mulch (no bagged construction materials accepted)
  • Permits valid one year from date 
  • Renewal date is based on permit expiration date not on date of payment, this includes any past due renewals. 
  • 2 permits per household (must have copies of both registrations at time of purchase)
  • Permits are non-transferable and non-refundable
  • Commercial or small business owners are only allowed to recycle (plastic, metal, paper, cardboard) in small manageable quantities for $200 fee.

Proof of Residency

  • A valid NYS driver’s license; or
  • Property deed or tax statement
  • Utility bill
  • Rent receipt/lease agreement with Victor address
  • P.O. Box alone is not acceptable

Vehicle Information

  • Vehicle must have current registration
  • Permit may be issued to a vehicle with a temporary registration if insurance card and temporary registration information is the same
  • Permit may be issued to company vehicle with 2 additional forms of identification and vehicle must be present

Replacement Permit

  • Residents must present old permit to obtain new permit if vehicle has been sold, traded, junked, etc.
  • Residents must present identification to obtain replacement permit
  • Replacement vehicle must be present, and resident must provide the replacement registration.

Permit Sales Locations:

  • Permits are available for purchase at the Highway/Recycle Department Office, 60 Rawson Road, Building “B”, during business hours: Monday through Friday, 7:00 AM – 3:30 PM. Please provide proof of Victor residency/property ownership, vehicle registration (two permits per resident maximum).
  • Permit applications are available online (above). Completed applications can be mailed along with copies of proof of residency and vehicle registration(s) to the Town of Victor Transfer Station, 60 Rawson Road, Victor, New York 14564. Permits will be processed and mailed within 3-5 business days.
  • Permit applications, along with copies of appropriate proof of residency and vehicle registration(s) can be placed in the drop box after hours, during lunch and on Saturday when the Transfer Station is open. The drop box is located on the door of Building B at the Transfer Station/Highway Office.
