Planning & Building Department Customer Service
- If you are a Village property owner, please direct inquiries, complaints, or applications directly to Village Hall by calling 585-924-3311, or email the Village Clerk, or visit Village Hall at 60 East Main Street.
- Inspections may be scheduled by calling the Town Building Department Secretary at 585-742-5035 or email the Building Department. Requests for inspections must be received by 3 P.M. for next day appointments.
- If you wish to meet with an Inspector or Code Enforcement Officer, please schedule an appointment.
- Applications for Town properties may be submitted or permits picked up between the hours of 8:30 A.M. and 4:00 P.M.

The Planning and Building Department provides the services of code enforcement, building inspection, fire marshal, and serves as the liaison to the planning, zoning, and conservation boards. Our professional staff stands ready to assist you with local and state regulations regarding land development, permits, and fire safety.
Please take a few minutes to browse the information provided here on our web page. We have included many helpful links to assist you with understanding what our department can and can’t do. We wish we could help everyone but occasionally, a concern reaches our department, which we just do not have the jurisdictional authority to regulate. When this happens we do attempt to refer the concern to the appropriate agency.

Overview
The Town of Victor is one of the fastest growing communities in New York State. The Planning & Building Office is responsible for overseeing all of the regulatory activities related to land development and use in the Town of Victor. As such, our office is very busy, particularly during the construction season.
Organization
In accordance with Homeland Security protocols, the Planning & Building Office operates utilizing the National Incident Management System (NIMS) Command System. This system is extremely adaptable to highly fluid situations and provides the best management tools to administer our responsibilities and resources.
The Planning & Building Office is composed of four main divisions: The Building Division, the Planning Division, Storm Water Management, and Construction Inspection. Working in coordination with these Divisions, are the Zoning Board, Planning Board, and Conservation Board. These Boards, along with the Planning & Building Staff and Town Consultants, work as a team to ensure code compliant development throughout the town.

Staff
Each Division and Unit is staffed by highly qualified personnel prepared to assist the public. All staff are accessible through the main office at (585) 742-5035. All incoming calls are routed by the Administrative Staff based on the nature of the call. Scheduling requests and most questions can be answered at the time of the initial call by the Administrative Staff. Some questions are complex enough that the question may be transferred to the Division Coordinator to answer. We understand the time sensitivity of each call, and endeavor to return all calls within 24 hours.

The Building Division is comprised of four units, working together to provide the community with a proactive approach to code enforcement.
Administrative Unit
The Administrative Unit is the primary point of contact for the entire office. Staff's primary responsibilities include; assisting the public with questions, scheduling inspections and meetings, and coordinating workflow.
Building Unit
The Building Unit oversees all aspects of new construction, including; performing Plan Reviews, issuing Building Permits, and conducting Construction Inspections.
Building Permits
Whether it is a new house, shed, deck, pool, etc., this is where your application is submitted for review to ensure that your plan meets or exceeds the NYS building codes. We check your application for compliance with local zoning, state building and energy codes. Upon completion of the review process, the applicant is notified that the permit is available to be picked up.
Building Inspections
Once you’ve secured your Building Permit, you are now required to have inspections of your completed work prior to the use of it. Inspections are scheduled 24 hours in advance. Upon completion of your project and successfully passing all inspections you will receive either a Certificate of Compliance or Occupancy signifying that your project meets or exceeds all codes and is ready to be used for its intended purpose.
Code Enforcement Unit
The Code Enforcement Unit is responsible for responding to, investigation of, and as appropriate the prosecution of, non-code compliant conditions.
Fire Marshal Unit
The Fire Marshal Unit works closely with the local fire service and the community by increasing the awareness of fire safety. This is achieved through fire safety education, a program of fire safety inspections, and the administration of an Operating Permit Program.
The Planning Division provides administrative services and coordination for the Planning Board, Zoning Board of Appeals, and the Conservation Board. Staff assist the public through the application process.
Planning Board
The Planning Board is responsible for reviewing subdivision plans, site plans and special use permit applications. The Planning Board also conducts environmental reviews under the State Environmental Quality Review Act (SEQR) guidelines.
The Planning Board meets on the 2nd and 4th Tuesdays of every month at 7:00PM at the Town Hall. Public Hearings are called to order at 7:00PM. All meetings are open to the public. The public is encouraged to attend and participate in the development process.

Zoning Board of Appeals
The Zoning Board of Appeals (ZBA) reviews applications for area and use variances. The Zoning Board of Appeals interprets the Town Zoning Code and evaluates the benefit an applicant would realize if they were to be granted a variance against any impact that the Town might realize as a result of the variance.
The Zoning Board of Appeals meets on the 1st and 3rd Mondays of every month at 7:00PM at the Town Hall. Public Hearings are called to order at 7:00PM. All meetings are open to the public.

Conservation Board
The Conservation Boards is responsible for assisting the Town in the development of sound planning in open areas and assure preservation of the Town's natural and scenic resources. One of the primary functions the Conservation Board provides is a review of applications referred to the Conservation Board by the Planning Board.

The Town of Victor is an MS4 Community as identified by the NYS Department of Environmental Conservation (DEC). The Town is required by law to develop, implement & enforce a Stormwater Management Program to reduce the discharge of pollutants to the maximum extent practicable to protect water quality.
The Stormwater Management Officer accepts and reviews Stormwater Pollution Plans and inspects Stormwater Management Practices. They are responsible for administering, revising, and updating the written policies of the Stormwater Management Program to ensure all local, state, and federal regulations are met. They assist the public with questions concerning drainage and work together with the Building Division to reach compliance with local code requirements. They respond to and investigate reports and complaints of illicit discharges taking place in the community.
The Town of Victor Construction Inspector inspects storm drainage systems, sidewalks, highways and grading operations in the process of construction or repair for compliance with approved plans and Town of Victor Design and Construction Standards. The inspector also receives & forwards to the appropriate municipal officials’ complaints from property owners, motorists and other citizens affected by construction projects.

- Where do I go to get a building permit?

There are two municipal code enforcement agencies – the village and the town. The location of the site determines where you should go for information and permits. If you live in the Town outside the Village, contact the Town Building Department at 742-5035. If you live in the Village, contact the Village Hall at 924-3311.
- When do I need a building permit?

Always contact the appropriate town or village agency to determine if you need a permit before you begin work. You are required to obtain permits for new construction, remodeling, sheds, pools, decks, pole barns, and fences; and in some instances driveway construction.
- What must I take into consideration when determining location of any construction projects?

Check with the appropriate Building Department to determine the zoning restrictions that apply to your specific site. All properties have setback requirements which vary depending on the zoning for the parcel.
- How do I find out what my property is zoned?

Check with the appropriate code enforcement agency, Village or Town. If you live in the Town but outside the Village, contact the Planning and Building office at 742-5035 or the Assessment office at 742-5010. Zoning maps are available in the Town Hall for review also. Properties within the Village limits, call the Village Hall at 585-924-3311.
- What contractor should I use?

You have the right to use any contractor or person you wish. Whoever does the work must be able to provide the proper insurance paperwork to complete the application. You should always ask for proof the contractor has the appropriate insurance.
- What types of inspections are required?

All permits list the required inspections. Any additional requirements will be reviewed at the time you receive your permit or as they become evident in the field during the construction process.
- A permit is good for how long?

Your permit is good for up to 1 year. Construction must start within six (6) months of issuance of a building permit.
