  • In accordance with the NYS Real Property Tax Law the Assessment Department locates real property, maintains inventory data, tracks ownership of all property in the town, places value on real property, processes exemptions, prepares and creates the assessment roll, prepares and assists the public by providing information with regard to all of the above.

  • The Assessor is obligated by New York State Real Property Tax law to maintain assessments at a uniform percentage of market value, which for the Town and Village of Victor is 100%. In order to maintain a uniform assessment roll, each year the Assessor will analyze all the properties in the municipality to determine if any assessments need to be adjusted. This analysis involves comparing the sale prices of properties that have sold to their current assessments to determine how close the property assessments are to the actual sale prices. When the assessments in an area, or neighborhood, appear to vary from the actual sale prices, the assessments are adjusted and are reestablished at the current market value. The Assessor may need to conduct physical inspections for reappraisals of properties. Every assessing unit should be keeping all assessments at a fair and uniform level every year. Every year the roll, with preliminary or tentative assessments, is made available for public inspection on May 1st. The assessment roll contains every parcel located within the Town and Village and shows tax account numbers, individual assessments, real property tax exemptions, property owners, property addresses, tax billing addresses and acreage. After the Board of Assessment Review (BAR) has acted on assessment complaints and ordered any changes, the tentative assessment roll is made final on July 1st. The Assessor signs an affidavit certifying that to the best of his/her knowledge the assessments set forth in the assessment roll are at 100% of full market value.

  • Before assessing any parcel of property, the assessor estimates its market value. Market value is how much a property would sell for, in an open market, under normal conditions. To estimate market values, the assessor must be familiar with all aspects of the local real estate market. A property's value can be estimated in three different ways. First property is compared to other similar property that have sold recently, using only sales where the buyer and seller both acted without undue pressure. This method is called the market approach and is normally used to value residential, vacant, and farm properties. The second way is to calculate the cost, using today's labor and material prices, to replace the structure with a similar one. If the structure is not new, the assessor determines the depreciation since it was built. The resulting value is added to an estimate of the market value of the land. This method, called the cost approach, is used to value special purpose and utility properties. The third way is to analyze how much income a property (like an apartment building, store, or factory) will produce if rented. Operating expenses, insurance, maintenance costs, financing terms, and how much money expected to be earned are considered. This method is called the income approach. Properties in sub optimal uses generally may not be assessed at market value; they must be assessed at their current-use value. Once the assessor estimates the market value of a property, its assessment is calculated. New York State law provides that all property within a municipality be assessed at a uniform percent of market value. The Town of Victor assessments are set at 100% of market value. Everyone pays their fair share of taxes as long as every property in a locality is assessed at the same percent of value. The assessment is multiplied by the tax rate for each taxing jurisdiction - city, town, village, school district, etc. - to determine the tax bills.   • It is up to each individual property owner to monitor their own assessments(s). A taxpayer who feels he/she is not being fairly assessed should meet with the Assessor before the tentative assessment roll is established on May 1st. First, the taxpayer needs to call the Assessor's office to schedule an appointment, then in an informal setting, the Assessor can explain how the assessment was determined, the rationale behind it and answer any questions the taxpayer may have.

  • There are several real property tax exemptions available to qualifying property owners, see list on Assessor's Page. All exemption applications must be filed with the Victor Assessment Department on or before March 1st.

  • You may ask the Assessment Department to conduct an informal review of your assessment by submitting an Informal Assessment Review Application. Informal reviews will not be conducted between April 1st and the Fourth Tuesday of May, instead please submit the "Complaint on Real Property Assessment" application form.

  • The "Complaint on Real Property Assessment" form along with supporting documentation can be filed with the Assessment Department or with the Board of Assessment Review on or before Grievance Day, which is the fourth Tuesday in May of each year.

  • If your assessment is correct and your tax bill still seems too high, the assessor cannot change that. If you are concerned with the amount of property taxes being collected in your community, you may wish to be involved with the local budgeting processes. There are public meetings you can attend and voice your opinion, and you also have the opportunity to vote on your school budget. You should examine the scope of budgets and expenditures of each taxing jurisdiction (county, town, village and school districts) and address those issues in appropriate and available public forums. For school district taxes, in addition to voting on the budget, you can attend budget meetings. Generally, the budget meeting are held in the spring through early April. For municipal and county taxes, budget meetings are held in the fall through mid-November. Special districts (fire districts, sewer districts, etc.) also hold public meetings, but the dates vary.   • The dissolution decision was made by the Board of Fire Commissioners for reasons outlined in the “Fishers Fire District Board Considerations for Potential Dissolution” document which can be found on the Fishers Fire District website at https://www.fishersfd.org/

  • Dog parks benefit people, their dogs and the community in a variety of ways. A good outing at a dog park strengthens the bonds between the pet and the owner while encouraging connections to other people with similar interests in dogs! Dogs that exercise and socialize together make for healthier canine companions when they are outside the dog park too.

  • Membership for dog parks is a widely accepted model. Only registered dogs with valid licenses are permitted to use the off-leash dog area. Registering licensed dogs requires proof of rabies vaccination, plus a complete understanding of the park rules and expectations.

    The Department of Parks and Recreation and its’ Parks and Recreation Citizens’ Advisory Committee developed this project with the intention of having a modest membership fee. Paying a fee will help fund park operations and eliminate objections from some residents who believe that a dog park should not be supported fully by taxpayer dollars. When developing our fee structure, we researched membership fees associated with dog parks in neighboring towns and counties. We found fees to range in the area of $25 - $60. Most Department recreation programs and recreation facility uses have user fees.

  • Just one incident at a dog park can generate concerns from dog park users or generate negative publicity – especially when most visit the park expecting all dog owners to be responsible pet owners. Happy, well socialized and well exercised dogs tend not to bark as much when they play…they may chase, sniff or wrestle but they rarely bark as a method of communication.

  • Vaccinating your dog for rabies is the law. The Town requires proof of this vaccination for a dog license and dog park registration. To decrease the chance for spreading disease, we recommend discussing other core vaccinations with your veterinarian such as Bordetella (kennel cough), DHPP (distemper, hepatitis, parainfluenza, parvo), Leptospirosis and Canine Influenza plus flea, tick, heartworm prevention medication and annual fecal testing. Some intestinal parasites can easily get in the environment and spread from dog to dog as well as have human potential.

  • There are numerous playing styles for dogs, but the fun and excitement can easily deteriorate if you are not paying attention to your dogs behavior or possible shifts in their behavior. Please keep a close eye on your pet at all times! We can’t stress this enough. Many dogs like to wrestle, mouth one another, growl, and chase. Actions which are inappropriate include more than one dog bullying another dog (cornering or crowding one dog as a pack), chasing without letting the chased dog rest and forceful body slamming or knock another dog over. While some dog owners want their dog (and yours) to “work it out,” others are more protective. Dog owners need to respectfully “work it out” if their dogs aren’t compatible. A growl or nip from one dog to another can easily escalate. If your dog is being a bully or being bullied, please remove your dog from the situation and take a break, go to another part of the dog park or leave.

  • Please report any damage due to Town plow operations to the Highway Department at 585-742-5094 or victorhighway@townofvictorny.gov. Mailboxes are located in Town right-of-ways and will only be replaced with a standard black mailbox and post. No reimbursements will be issued for repairs made by homeowners. Mailboxes are repaired AFTER snow events so please notify the post office to hold your mail for pickup until staff can get repair completed.

  • You must be a Victor, E. Bloomfield or W. Bloomfield resident and obtain a hang tag for your vehicle from the Victor Town Hall (Victor Residents) at 85 E. Main Street in Victor during normal business hours. Please bring your vehicle's registration.

  • The Town has picnic shelters available for reservation at Victor Municipal Park and Dryer Road Park. 

    Butler Cottage at MaryFrances Bluebird Haven is an enclosed lodge that can be reserved for parties, meetings, and special events. 

    We also have our lodge at Victor Municipal Park available for reservation. Please call the Parks & Recreation department at (585) 742-0140 for more information. 

    Boughton Park has a picnic pavilion for residents’ use. Email the Boughton Park Commission for more information and reservations. Boughton Park is a private park open to the residents of the towns of East and West Bloomfield and Victor only.

  • There are two municipal code enforcement agencies – the village and the town. The location of the site determines where you should go for information and permits. If you live in the Town outside the Village, contact the Town Building Department at 742-5035. If you live in the Village, contact the Village Hall at 924-3311.

  • Always contact the appropriate town or village agency to determine if you need a permit before you begin work. You are required to obtain permits for new construction, remodeling, sheds, pools, decks, pole barns, and fences; and in some instances driveway construction.

  • The lodge is 2,000 square feet and includes women's and men's bathrooms, a kitchen with an oven (no stovetop), microwave and refrigerator, a "Great Room" with a gas fireplace and lots of natural lighting, ten 8-foot folding tables,  100 folding chairs and a series of retractable doors that open up to a view of the pond and amphitheatre.

There are several picnic tables, grills and benches located throughout this 47-acre park!
