Dog Park at Harlan Fisher Park

This is a membership off-leash Dog Park - All applicants must be residents of Victor.


All dogs must be licensed with the Victor Town Clerk's office, at 85 East Main Street, Victor, NY 14564. Their office hours are Monday – Friday 8:30 am to 4:00 pm. 

Dogs must have a collar tag. Access "FOBs" are non-transferable.

There is an annual Victor Dog Park Membership fee of $30 per dog, to be obtained from the Victor Town Clerk's office, and you will need a current copy of your dog(s) license with current address, a copy of current Rabies Certificate(s), completed Victor Dog Park Membership Application (per dog), and signed release form.

Victor Dog Park Rules

  • Dog owners are legally responsible for their dog's actions and use the off-leash dog area at their own risk. Dog owners are responsible for the behavior of their dogs, and any injury to a person and property damage caused by their dog. The Town of Victor will not be responsible for injuries to dogs and / or people visiting the park. Do not allow entry of unregistered users.
  • The Victor Dog Park at Harlan Fisher Park is open dawn to dusk.
  • All dogs in an off-leash area must be licensed. All dogs must have up to date vaccinations prior to entering the dog park. Owners must have a copy of their current shot records available for police or animal control should an incident occur. Rabies tags are proof of vaccination, while licenses show compliance with local and state laws.
  • All persons bringing a dog to a designated off-leash area must carry and have available for inspection by the Town of Victor a permit issued by the Town of Victor, that includes the dog(s) permitted in off-leash areas.
  • No one person shall bring more than three (3) dogs in an off-leash area at one time.
  • Professional dog trainers and / or canine caregivers may not use an off-leash area for the conduct of business and shall not bring unregistered dogs into the park.
  • Victor Dog Park users shall enter the transitional space to the play areas one at a time to leash and unleash their dogs. Proper use of the double-gated entry system is essential for the enjoyment of ALL park users. Do not attempt to enter and exit at the same time another dog is entering or exiting. All gates to the off-leash area MUST remain closed and properly latched at all times except when entering and exiting.
  • Keep your dog leashed until you have entered the Small or Large Dog Area. Leash your dog before you exit from the Small or Large Dog Area..
  • Any person who takes a dog into a designated off-leash area:
    • Must have physical control of dog(s) by utilizing a leash when entering and exiting the off-leash area;
    • Must maintain voice control over dog(s) and keep them in sight at all times while using the off-leash area and is responsible for the conduct of such animal and shall be responsible for all injury to person or property caused by dog(s);
    • Will be responsible for the immediate removal and disposal of dog feces, utilizing the pet waste stations provided: and
    • Must have dog leash close at hand. Dog owners must immediately leash and remove from the off-leash area a dog which is showing aggression towards persons or other dogs.
  • No children under the age of eight (8) years of age are allowed in the off-leash area.  Children over eight (8) and under eighteen (18) must be accompanied by an adult person eighteen (18) years of age or older and must be under an adult’s supervision.
  • No excessively rough play will be tolerated.
  • The Town of Victor and / or the Director of Parks and Recreation may temporarily ban dogs or a specific dog from any off-leash area where it has been determined that dog may be a nuisance, or a ban is necessary to maintain peace and order or necessary to protect the health and safety of the public.
  • The Small Dog Area is for dogs weighing twenty-five (25) pounds or less, elderly dogs, or dogs with disabilities. The Large Dog Area is open to dogs of all weights.
  • All dogs must stay in the same area (Small or Large Dog) as the person who brought them.
  • All gates to the off-leash area MUST remain closed and properly latched at all times except when entering and exiting.
  • All dogs are to be discouraged from digging any holes in the grass, mulch, stone or in the wooded / natural areas of the park. Should this happen, the holes or displaced surfaces must be immediately filled in by the dog owner.
  • No one, dog or person, shall climb on or over the fences in the off-leash dog area.
  • No soliciting allowed.
  • The following ARE NOT PERMITTED within the off-leash area.
    • NO human or dog food, chews, or treats;
    • Puppies less than six (6) months old;
    • Ill or injured dogs; dogs in heat or that are pregnant; or unaltered male dogs (as they are likely to be more aggressive);
    • Alcoholic beverages;
    • Animals other than dogs;
    • Glass containers;
    • Spiked, pronged or choke collars;
    • Extension leashes;
    • Dog toys, except for balls or flying disks;
    • Brushing or grooming of dogs;
    • Bicycles, scooters, or motorized devices other than approved devices for persons with mobility issues.
  • The nonobservance of these rules and regulations constitutes a violation of the Victor Dog Park Permit. Violators are subject to penalty up to and including the revocation of their membership and access pass.
